Repainting an existing surface generally does not require a building permit. Work that changes structure does — decks, additions, some masonry and retaining wall work, and anything affecting egress. The Town of Carmel Building Department is the permitting authority for Mahopac and Mahopac Falls. When we walk your project we will tell you plainly whether what you are asking for needs a permit, and we do not start permit-required work without one.
Late spring through early autumn. Most exterior coatings need surface temperatures to stay above roughly 50°F, including overnight, and they need dry surfaces — which rules out most of a Hudson Valley winter and the wettest stretches of early spring.
